Rule 13
Applying for Electricity Transmission Permit
A person or an organization wishing to transmit electricity shall submit the following details related to the proposed electricity transmission project in the format as per schedule-7 to the Director General:-
(a) Detailed description of the project (which includes the source of electricity to be transmitted, the estimated time and cost to complete the project, the names of the project participants and their involvement, the person who is the ultimate owner of the project or the organization and the name, surname and nationality of the directors of such organization). must be disclosed),
(b) route map including transmission line and sub-stations required for transmission, required right-of-way and single line diagram,
(c) Detailed map of transmission voltage level, transmission capacity, quality of construction, wire size and spacing, type and construction of batts and insulators,
(d) Feasibility analysis (technical details and economic analysis of the project, details of customers and consumers if it is to be supplied by lump sum transmission, estimated quantity of electricity that can be sold and details of the transmission and distribution system owned by other individuals or organizations to be used for electricity supply ),
(e) Financing arrangements (project financing arrangements, financial status of project investors, commitments of financial institutions directly participating in the project, and investors' obligations and share-capital and loan percentages),
(f) Use or acquisition of real estate (Total area of government or non-government land required for use or acquisition on a permanent or temporary basis for the project and cost of land owners),
(g) Environmental impact analysis (Measures to be adopted to minimize the significant negative impact of the project on the environment, the use of existing local labor and resources in addition to the social and economic impact that the project may have on the area, people in that area after the project is completedThe benefits to be received, the training to be given to the local people regarding the construction and operation maintenance, the facilities required for the construction camp, the protective arrangements and the impact of the project operation on the related landowners, the cost of the displaced population and the necessary arrangements to be adopted for their rehabilitation should also be clearly disclosed. ,
(h) Details related to purchase and sale of electricity (contract or letter of intent related to purchase and sale of electric power to be transmitted from the project and any other related documents should also be attached),
(i) Map showing other electricity related structures within one and a half kilometer area of the transmission line,
(j) Other necessary things.
